A somber, tender and exciting Israeli film with keen insight on one of the most puzzling human problems—how to hate someone your culture says you must and your heart says you can't—opened yesterday at the Festival Theater. The theme of "Clouds Over Israel" is old — "Grand Illusion" springs to mind — but the locale is new. It is set in the craggy, desolate Sinai peninsula where the Israelis beat the Egyptians in 1956. The setting, actually filmed in the Negev, is one in which man can depend only on man against hostile nature.
